Wading question-water flow rate too high?

I'm new to fly fishing and have a river near me that I would like to wade. In looking at the USGS website, it currently has a flow rate of 1100-1200 cu.ft/s. This flow rate will double when the dam generates power, but those releases are usually in the middle of the night/ very early morning and return to lower rates within a few hours.

My question to you experienced waders is, is 1100-1200 cu. ft/s manageable to wade?
