Basic Appeal question (DELCO, PA)

Hey, curious, when filing an appeal for my public defender, as in to change them to a private representative, do I need to file said appeal with the judge who initially appointed them or the current one overseeing my case? This is not a request for advice, simply an inquiry on the correct approach in dealing with the bureaucratic channels to submit my filing as efficiently as quickly as possible.
