Is a recourse worth it?

Question

Is a recourse worth it for a visa refusal?

I applied for a family visit/short stay Shengen visa and got denied. (Croatia)

for context, the visit was to go to my wife, who is a Croatian nationale living in Croatia.

I submitted everything there's to submit, along with further documents when requested:

1- filled form

2- wife's passport copy

3- marriage certificate in all three languages fully legalized (Ar, Fr, Cr)

4- flight + travel insurance

5- letter of invitation + address + landlord's consent (from wife)

6- letter of sponsorship + bank records + work contract +payslips (from wife)

7- my work certificate + cnas + payslips + bank records (my finances shouldn't be in question since I'm sponsored) + foreign euro account.

8- short interview about relationship authenticity with embassy for me (like 5 minutes max, they were always hasty and rushy and dismissive and sometimes even rude), and an interview with the police for my wife in her country.

9- I may be forgetting other things...

\*\*\*\*

I did not submit:

1- cover letter (assumed wife's invitation is enough)

2- letter of guarantee (did not even know about it until I researched, assumed wife's sponsorship is enough)

3- Algerian euro account as I don't have one (assumed foreign account is enough)

4- recent pregnancy (did not disclose it out of worry that it might be seen as grounds for overstaying)

5- clear intent of applying for reunification once I get there (only disclosed verbally)

if these WEREN'T the grounds for refusal then I guess I just neglected to submit a letter signed by Tebboune himself at this point.

The embassy themselves told us we can't directly apply for reunification visa, and that I needed to apply for short stay family visit first. it took 45 days of processing before getting denied on these grounds (which I assume are copy-pasted for every visa denial anyway):

1- justification of the purpose and conditions of the intended stay was not provided.

2- the information submitted regarding the justification for the purpose and conditions of the intended stay was not reliable.

I am suspicious that:

1- the consulate agents have a personal bias against me, given our unpleasant previous interactions. very bitter and sassy consulate agents (both Algerian and Croatian) tho at some point the Algerian agent suddenly became nicer which kinda threw me off.

2- the incompetent scammers at VFS messed up my application.

so.. what do now?
