[TOMT] Help me identify this sony played in Orizaba, Veracruz, Mexico during a display at the Palacio Municipal

I have uploaded a recording to Vocaroo link below. Shazam didn't work for me. Does anybody recognize this. It was playing in the Palacio Municipal Orizaba, Veracruz, Mexico. It is in Spanish and I am unable to make out any of the lyrics which would help the search; just a line or two would help. Vocaroo link
