War score stuck at 81%

As the equivalent of a duke I declared on my county neighbor and one ally joined them. I took both of their castles but war score is stuck at 81 and not moving anywhere. when I took their castle the other towns in the county were not occupied for some reason, and I cannot besiege them. what am I missing? been playing rub so maybe I’m forgetting something.
