Napoleon returns from exile with 100 Ninja. Can he win the Waterloo Campaign?

In exile, Napoleon makes friends with a Jōnin and his 99 ninja buddies.

Ninjas: Low-tier superhumans: They have night vision, can disguise themselves as any person, can run on water, and are (high difficulty) bullet timers.

They wield daggers and bows, but can learn to use firearms.

All are skilled at stealth and infiltration, along with assassination. The one Jōnin can also transform into a hawk or a tiger.

Upon his return Napoleon will employ the hundred ninja. Can he succeed in the upcoming campaign?
