why are there no rally races run in cat and mouse format

since rally was born from basically street racing, it makes me curious, so in mountain street racing its very popular to do a cat and mouse format, where there will be multiple races with the drivers swapping after each one. If the leader builds a large gap he wins, if the follower is still close you do another round until the leader can build a big gap.
