Alliance house stopped getting exp, horde house continues to get exp? Help?

First off, I know about the housing exp cap. I don't think it is that. Last endeavor my houses were capped at the same exp point. This endeavor, my alliance seems to have capped off at 9130 / 10300 while my horde continues to get exp, and is sitting at 9169 / 10300 (pics for proof).

Anyone else seen this happen? Is it a bug?

Alliance is in a general neighborhood. Has not moved.
Horde is in a horde guild neighborhood. Had moved in past couple of weeks from general neighborhood <- could this have reset the exp cap?
