Can other Oz adaptations use the mixed words thing Wicked uses?

Stuff like pronouncifying, congratulotions, etc? Like if someone were to make an unrelated Oz story, since it's public domain, can they use that style of vocabulary? If not the specific words Wicked uses, at least maybe just the concept itself?
