Is there a way to create a "whitelist"?

My brother is still 13 years old. But I would like to have him view few shows (instead of random trash content on YouTube) which are safe for his age. But I don't think the default parental control setting are good enough. Most of the good shows are rated 16+ but also many other shows fall into that category which I would not like my brother to watch. So, is there a way I can select a set of shows which he can view? (sounds very restrictive, but I think he is still young to judge effectively)
