Where was the famous edited image of Stalin and the Volga used?

I've been trying to find the original uses of the image from soviet times, but when I search for the actual source I just get hundreds of articles explaining "what the image represents" and not how it was used in soviet media and propaganda.

I seem to remember Hakim mentioning an article called "Stalin and the Volga" but I can't find the article anywhere or any other original usage for that matter.

Thanks in advance for any info!
