Hey, I’m having a really weird throttling issue on my laptop and I can’t figure it out.

Specs:

\- CPU: Intel i7-10750H

\- RAM: 16GB

\- GPU: 4GB

\- Game: Baldur’s Gate 3

Problem:

While playing, the entire system suddenly becomes extremely slow (not just the game).

\- CPU usage is low (\~15–25%)

\- BUT CPU speed drops from 3 something to 0.78. GHz

\- Audio (Discord, etc.) starts stuttering

\- The whole laptop becomes very laggy

Important notes

\- Temps don’t seem high (laptop doesn’t feel hot)

\- Charger is original and plugged in properly

\- Disk usage is normal

\- RAM is around 70–85%

I tried:

\- Disabled BD PROCHOT in ThrottleStop

\- Adjusted PL1 / PL2 power limits

\- Closed background apps

\- Set Windows power mode to High Performance

And still the issue still happens

Behavior:

\- System-wide lag, not just FPS drop

\- CPU gets stuck at exactly \~0.78 GHz

What could cause this kind of hard throttle if it’s not thermal or BD PROCHOT?

Could it be Intel DPTF / Dynamic Tuning, or something BIOS/firmware related?

Any help would be appreciated.

Laptop CPU stuck at 0.78GHz under load (massive stutter), not thermal or BD PROCHOT?
