Razor Wire Maze Trap Question

Why hadn’t the razor wire maze trap been taken down before Saw 5? It had been years and you’d think that the detectives would’ve taken it down to closer inspect the razor wire and the entire area where the razor wire was inside of. There could’ve been clues inside the caged area. I know there’s a lot of incompetency within the system but Kerry was so smart imo and I’m just surprised that no one thought to take the trap apart. What’re y’all’s thoughts?
