Restored Land - The Fast and Fortunate

I’ve completed all the main missions and side missions aside from The Fast and Fortunate. I’m realizing that the quest is not popping up despite having fully unlocked the skill tree and completed everything else.

Has this happened to anyone else? Any fixes?
