If Project Zomboid and ONI had a crossover? (not they are billions)

Any suggestions for city builder/ management type games that have a zombie theme?

I really love Fallout Shelter but it's a little too "mobile game" for me. I was thinking of trying Frostpunk, I know it's not zombies but it does have an interesting concept of keeping your citizens alive, which I really like.

I'd prefer games that didn't have "an end" either, I know TAB sounds right, but the tower defense style isn't really what I'm interested in. I'd prefer if it was closer to Anno and ONI styles where I can take my time and just enjoy building/ managing.
