15 Pokemon Spawn Limit

So I know about the fifteen pokemon limit for shiny hunting purposes but I have questions about it. First off, is that still a reliable metric for Switch 2? I have been playing for the past couple weeks and have notices that there are several instances where more than 15 of one Pokemon spawn but none are shiny. The second question, is it 15 per Pokemon or 15 total among different species of Pokemon?
