White Crown Fortress quest stuck

I saw someone posted something similar and I haven't found a solution still.

The issue is after I trigger the quest to go to the fortress, I fight the boss until he kicks me out and the quest update to find the 5 flags doesn't trigger and I am stuck on "Investigate the city's secrets" with no ability to progress

Is there anything I can try to trigger the find flags part of the quest
