Are tariffs still active in the US?

Hello, I recently purchased an item a few weeks ago after it was ruled that tariffs were considered illegal. I am being charged almost $200 and my item was $982.94 before shipping. Shipping was about $53. I’m not understanding why it’s so high? Also, am I even supposed to be charged a tariff anymore after the ruling? I got the bill after the item was delivered. I am in the US, so US buyers please help!
