Need help for a student's report on reinsurance

Hello everyone, I'm doing a report on reinsurance in Vietnam and is a bit stuck on developing solution/policy recommendations. Any insights or advice would be incredibly helpful since I know little about the actual innerworking of the industry.

So far we have thought of a few solutions for a developing country like Vietnam to somewhat catch up with regional hubs like Singapore:

1. Polishing Legal Framework and move to Risk-Based Capital regime
2. Focusing on Niche Markets like Agriculture/Disaster-Climate change-related reinsurance
3. Auxilliary services such as risk assessment services, advisory, consultation
4. Sandbox Regulations and Innovation mechanisms for our international financial centers

What do you think about these solutions? Are there anything else we should say?
