Accidentally moved too fast in RE2 and worried I may need to restart

Hello! I’m playing RE2R all the way through for the first time and I think I may have screwed up. I went into the parking garage/lower part of the PD through the statue before I finished clearing all of the police station floors because I didn’t realize it would be a situation where I couldn’t return. Currently I’m trying to find the power panel parts for the jail cell, and I’m not sure how to return to the clock tower to get the second part. From what I’ve read it seems like I maybe should have already had it prior to coming down here? Is there a way to get it or should I just give up and restart the game, knowing to finish the upper levels first this time? Playing as Leon. I’d appreciate any help, thanks!
