Need Divide Et Impera Help

I started a Scythian Grand Campaign. my Barbarian Town (grain) keeps getting damaged after every turn and after I repair it. Then one of my armies keeps having troops desert even though my income is in the green, my banditry is 0, my public order is at 100+8, and my food supply is 14 with a surplus of 30.

I have a town and a city in a singular province. Most everything is upgraded. I've tried different edicts and nothing changes. I've got a noble in my city boosting commerce and public order.

Is this a bug? a glitch? Am I doing anything wrong?
