How to make (close) friend

I’m 34 and single. I’ve lived in the same city for the last 10 years and over the years all four of my closest friends have moved away. Unfortunately, I haven’t made any new ones. I try to put myself in situations outside of my house that would create natural friendships. I feel like I have many shallow relationships and then I’ll see a group out and I was not invited. I would love to have friends that I can text “it’s gorgeous outside, are you available for a walk” but I don’t and I don’t know how to get there. I feel heartbroken. It’s the weekend and I once again have no plans (I do things by myself but it would be nice to have company).
