Broken hot in 14-3, how to confirm?

in my box, I've got one 14-2 as a line, and two 14-3 as loads

the first 14-3 is a three way light switch. this one works perfectly.

the second 14-3 is a load for a ceiling fan - split to two switches. the fan is installed as of this afternoon, but it would appear I may have a dead hot wire somewhere in the wall?

fan light switch on wall - the secondary is live.

fan ceiling box - the secondary is live.

fan blade switch on wall - the hot is live.

fan ceiling box - the hot is NOT live, it's dead. touchy no sparky.

I can wire both the fan blades and the fan light to the secondary, and both work great. but when I wire anything to the hot, it no worky. both the secondary and the hot are from the same romex sleeve, so I know I've got the beginning/end of the run done correctly.

any thoughts are appreciated.
