Lag?

Is it possible for cheaters to make other people lag in the lobby? I know I have good internet, and I even put on low ping. Most games. I have 20 to 30 ping.

I started a solo tv game, and after about 10 minutes of good ping. I suddenly started going up to 1000 ping and kept disconnecting. After another 10 minutes, my ping went back to being low.

It went back to normal after I heard a couple of players fighting across the map.
