Reporting for Throwing/No Penalty Leaving

There should be an option to report people for throwing matches. not like doing bad but like sitting in spawn, emoting, or not playing. I've played too many matches where someone doesn't get their way and then they sit in spawn the rest of the game and it's so childish.

Also, if you load into a match where one or more of your teammates left the game after disconnecting, I shouldn't be penalized for leaving and the fact this still happens is so lame
