Is every low/mid rune drop a failed high rune drop?

I'm talking about how if you see a plain, blue, or yellow [Shako] drop, then you just didn't get the right roll or have enough MF to get the unique [Shako].

If I'm in a sufficiently high-level area, is very low-mid rune I see a failed attempt at a high rune?

I just want to know mechanically if every Ort I see at least could have been a high rune if I was a bit luckier.
