Why didn't Bloodraven just take over Egg's mind when Egg became king (Spoilers extended)

Why didn't Bloodraven just take over Egg's mind when Egg became king and make Egg forgive all of Bloodraven's crimes and say that anyone who hates Bloodraven will be executed?
