Nudity in the locker area

I started at the gym recently and it’s my first time using public showers or changing areas in many years. The shower areas were all cubicles and individual and private, some men just left the doors open and got on with it and others closed the doors and seemed to be very shy behind towels etc when going to the showers… but then pretty much everyone was fully naked in the changing area including those who were shy pre showers. If everyone is pretty much fine with nudity when changing I find it a bit strange that they don’t have a small communal shower area alongside some cubicles maybe
