Anime about a little boy (i presume)

I only remember this one scene I watched a long while ago on shorts, I searched yt history and it was a long while ago so i couldnt find it, but the secene was

A little boy standing outside/on the foyer of what I presume is a hospital and in a wheelchair pushed by a nurse comes a woman who I assume is his mom, I think he shows her a report card and then she hits him, a lot. The people nearby say stop stop but the hitting i don't think was in the clip, or maybe it was cropped out. That's all I remember but it was clearly animated, and from a bigger episode, the kid also kind of looked like kotaro from kotaro lives alone, but I think his eyes were different and he was wearing glasses.

Any help, please?
