Can I build vortexdramon deck with only ex11 cards

so I'm really interested in the archetype but I don't have anything and I'm just starting out I'm wondering if I can build a somewhat similar deck with cards from ex11 box and if I need any bt boxes.

my lgs is sold out on every starter decks or should I wait for next ones to drop
