Landlord refuses to pay for NBN installation

My rental property has NBN to the curb but I can’t access it because installation cannot be achieved with the NBNCo installation restrictions. Additional cabling is required to be installed in the townhouse by a cabler.

I have contacted my landlord via my property manager and the landlord has refused to pay for the cabler. ADSL plans are becoming harder to find and are actually more expensive than NBN. Is my landlord required to pay for the installation of the cabling? Has anybody else had this issue?
