Hi folks.

A gutter got blocked above my flat and caused rain water to get into the wall. The building is listed and there are 10 different landlords who have to agree and give permission for any work and costs - nightmare. Additionally, the roof is too high for a ladder and needs scaffolding to repair the (also listed) guttering. Scaffs have been booked but can't come out yet due to poor weather ironically.

I have been promised a fixed gutter and wall repointing asap.

Meanwhile my wall has become so wet that the plaster is disintegrating. There is a cardboard-like fibre behind the plaster and also over it. I assume both are soaked through.

I'm a renter with a hands-off landlord. He defers all work to the wider building management team/proactive landlords. Some landlords actually live in the building rather than rent out their flats and they are friendly and helpful, but slow.

I don't know anything about plaster and wall repairs but I definitely know that I will get quicker action on this if I can tell them exactly what needs doing!

Does this plaster need to come off entirely?

If so, will exposed brickwork be ok to keep afterwards or will it need re-plastering once the outside damage is fixed?

Any other info I should be aware of before asking for help with this?

TL:DR: Does this entire wall need striping of plaster after water damage? Will exposed brickwork suffice afterwards, or does it need re-plastering after issue fixed?

Many thanks!
