Account Splitting

Hi! My friend and his sister used to share the same Steam Account to play various games. But now my friend would like to have access to the games he bought on his new account just for him. Do you all think Steam Support would allow to transfert the property of some games?
And I suppose that he should be sending the ticket from the original account to prove ownership. Thank you all in advance!
