PayPal withdrawal instantly failing

Hey everyone, I’m having a really frustrating issue withdrawing money from PayPal here in Morocco and I’m wondering if anyone has gone through the same thing.
My balance is fully available with no limitations, but every time I try to withdraw to my debit card (which worked perfectly for about a year), the transaction fails instantly with an error.
PayPal support told me the bank is declining the authorization, but I already went to my bank and they checked everything and said the card is fine. This started happening right after I had a dispute and refund (now fully resolved), so I thought it might be related, but PayPal says it’s not.
I also tried switching the card currency to USD and retrying multiple times but nothing changed. At this point I’m stuck between PayPal blaming the bank (Attijari) and the bank saying everything is normal.
So if anyone in Morocco has faced this or knows which banks/cards actually work reliably for withdrawals, or whether Cashplus works with PayPal now, I’d really appreciate your feedback because I’m seriously considering changing banks just to fix this.
