Tired of "Pending" periods on Debit Card withdrawals.

If I can deposit in 2 seconds, why does it take 48 hours for the site to "approve" a Visa refund? I want a spot that hits the "Send" button the moment I click withdraw. Does a "Zero-Wait" site actually exist for bank transfers?
