Randomized gym types?

Please excuse me if I’m being stupid. I started my first randomized play through, and expected the trainers in a given gym to all use pokemon of the same type, but that’s not the case, example: just fought misty who used a rock electric mon, and a psychic dragon mon. I have the gym types option turned off, so I’m unsure what I’m doing wrong.
