Kyles Exaltion too weak

I noticed that picking Kyles Exaltion and placing it on any champion that would either carry or tank for your team makes it effectivly weaker as the first 20 seconds are the crucial part of removing a tank with your carry or tanking damage in the frontline. I feel like the item is too weak or maybe I am using it wrong, what is your opinion on that?
