Sos! I need help! In need of advice and help!!!

I rescued my elderly mother last week from my brother's home that full of neglect and abuse. Today, my brother and his wife were put into jail and their 5 children, Including a 5 month old were emergency placed into my home. However, the social worker started that newscaster my mother had a cfs case 10+ years ago, she will not clear a background check and so she can not stay with us. my mother can not live alone and they have all been through so much trauma. can cfs make an exception if she is in a mother in law suite that does not connect to main house?
