Friend crossed the border, customs found 2 cannabis seeds and sent it for analysis. What to expect?

My friend just crossed the Serbian border and his car was searched by customs. They found and confiscated 20 Phalaris seeds (aquatica, legal afaik) and 2 cannabis seeds. He wasn't detained or arrested on the spot—they just took the seeds. For anyone familiar with Serbian customs or law, what is the realistic outcome here? Should we call up a lawyer? No previous criminal offense.
