Should loans used for living expenses be taxed?

Politics

Currently tax code doesn't tax loans. Buying a car or home isn't the issue. The uber rich take out loans against their stocks for living expenses and currently pay zero tax. This is how the rich never pay taxes. So should the tax code change?
