Sharing files with Drive: Can the recipient's ISP monitor the download? Does the recipient also need a VPN?

I am a subscriber and have a few files on my drive I'd like to share with a friend. If someone accesses these files via a link that I've shared, is that download also encrypted? Or do they also need to be running a VPN to hide the details from their ISP?
