Question over licence of property that is still in probate [England]

Wills & Probate

My father passed away in the last few months of 2025, and has left a property that his wife/children will inherit. According to the will, we would all own portions of it (to varying degrees). All assets are still in probate, and things are moving very slowly.

The property is currently being rented out, and company X manages this letting. We've been contacted recently by them about laws requiring HMO licences to be obtained. They have used a third party for the process of applying and sorting this for us (for a fee).

I've now been contacted to fill out of a form for this from the HMO Licensing Company. On the form, it asks "Who will be the Licence Holder of the HMO or Selective Licence when granted?"

My questions are

- Since it appears to be only one person as the license holder, does it matter who it is?
- If I put myself down, will it affect my own first time buyer status? I don't currently own anything.
- Are there other considerations I should be taking?
