Girlfriend got chat banned for party chat

My girlfriend got suspended for 3 days and a 7 day chat ban + honor 5 reset for raging abt our team mates in PARTY CHAT yet still got punished, is this normal? or does riot do this on the regular? If not is there any way for her to get her punishment reversed?
