Need advice on buying flat vs plot in gated community

I work in PSB and get home loan at concessional rate . Eligible amount is approx 1.5 cr .. I plan to invest total around 2 cr (including loan amount)

Reason for buying is purely investment (holding period is 15-20 years) .. 2 bhk flat of a reputed builder in Mumbai/Pune costs around 1.8-2 cr .. whereas I also have the option to buy plot in gated community in tier 2 city .. not sure about the appreciation in plot ..

Which should be the better option of the two ?
