Live tracking - when are you able to

When are you able to turn on live tracking? Like what kind of dis-connection causes you to be able to activate it?

My cat’s location has been at home - in the energy zone - for 3 hours yet I cant find him and he doesn’t come when I call for him.

Every now and then I’m suddenly able to turn on the live function which would mean he’s not near home, yet his location doesnt move and the live tracking keeps loading. When I turn it off the button is grey again.

So long story short: what does it mean when I’m suddenly able to turn live mode on even though his location is at home? Has it not been able to connect to my wifi for a few seconds?
