How to utilize seat stay mount points?

I'm trying to rearrange my cannondale synapse 2 setup to accommodate my locks while loaded. i'm doubling down on locks and trying to figure out how im going to distribute the weight. i've figured out a few options, but i'm seeing two mount points on the seat stays (im assuming they're for a rear rack, which i'm not planning to get). are there other bolt-on bags i could attach, or other ideas? all my search results keep turning up saddle bags, so im hoping there's other options.
