It is bugged or patched?

I was trying to do the gold farm at the furry park and got to a point where I would find a noble with a gold bar icon on them but when I pickpocket them I only got a copper coin purse.

Anyone know whats going on? I only got a gold bar off the very first npc, everyone after that was a copper coin purse.
