when should i select my plan?

since SAVE is going away, im not sure what to pick as my plan or when to do it by? i only have about 8k but dont want to be stuck in a crappy plan if possible. maybe its been asked in this sub already but i cant find anything. Im not sure if RAP would be worth it or who it would be worth it to?
