HDMI output keeps defaulting to 4K. How do I keep HDMI to stay on 1080?

I have all the settings set in the various menus for 1080 but as soon as I plug in the HDMI cable, it resets to 4k. I am taking the HDMI into a Cam Link and using it for streaming. is the Cam Link forcing the camera into 4k?
