SCEP Certificate Error, Event ID: 86

Hey, I just moved my hard drive into a newer computer, when I bought the computer, I tested it and it didn't freeze nor crash, but now when I use it now, I get this error:

Does anyone know how to fix this? It contantly crashes and freezes my computer making it unusable, I've tried remounting my ram, gpu, reapplying thermal paste on my cpu, replacing the CMOS battery, clearing the TPM, updating and removing BIOS updates, and did another fresh install of both windows 10 and 11.

Though while in safe mode, it doesn't crash nor freeze if that helps.
